EPM outsources all functions not critical to its core competencies of field acquisition, operations control and finance. Accordingly, we employ a small headquarters staff, while outsourcing well pumping, oilfield regulatory compliance, human resources, property accounting, IT, product marketing and other back office functions. Since July 1, 2004, our general accounting and related property administrative activities have been performed by an independent group that meets the requirements set by EPM for SOC1 Type II internal audit and financial process controls. Since July 1, 2008, we have been compliant with SOX 404(a) controls over financial reporting, and since becoming an accelerated filer at June 20, 2011, we have been compliant with SOX 404(b) controls.
Robert S. Herlin, Interim Chief Executive Officer, Chairman and Co-founder
Mr. Herlin has served as Executive Chairman of the Board of Directors for Evolution since January 1, 2016. Mr. Herlin, a co-founder of our Company, has been President, Chief Executive Officer and a Director from May 2004 to December 2015. Prior to the merger of Natural Gas Systems, Inc. ("OldNGS") into our company, Mr. Herlin served as President, Chief Executive Officer and Director of Old NGS since its inception in September 2003. He is responsible for our operations and strategy. Mr. Herlin has over 30 years of experience in engineering, energy transactions, operations and finance with small independents, larger independents and major integrated oil companies. Since 2003 until early 2010, Mr. Herlin has also served as a non-active Partner with Tatum CFO, a financial advisory firm that provides executive officers on a part-time or full-time basis to clients, where he was assigned as a full-time executive officer of our company. From 2001 to 2003, Mr. Herlin served as Senior Vice President and Chief Financial Officer of Intercontinental Towers Corporation, an international wireless infrastructure venture. Mr. Herlin also served on the Board of Directors of Boots and Coots, Inc., an oilfield services company, from 2003 until its sale to Halliburton Company in September 2010. Prior to 2001, Mr. Herlin served in various officer capacities for upstream and downstream oil and gas companies, both private and public. Mr. Herlin currently serves on the Engineering Advisory Board for the Brown School of Engineering at Rice University, where he previously served on the Centennial Council for Chemical and BioMolecular Engineering. Mr. Herlin graduated with honors from Rice University with B.S. and M.E. degrees in chemical engineering and earned an M.B.A. from Harvard University.
R. Steven Hicks, P.E., Senior Vice President of Engineering and Business Development
Mr. Hicks has served as our Senior Vice President of Engineering and Business Development since June 1, 2018. Prior to joining Evolution, Mr. Hicks served as Evolution’s Senior Advisor of Engineering and Acquisitions in a consultant capacity. Mr. Hicks has almost 40 years of engineering and management experience with various small to large oil and gas companies, and he has focused primarily on acquisitions and divestitures for the past 20 years. His achievements include working acquisitions for Coastal Oil and Gas and serving as Director of Acquisitions for Hilcorp Energy for nearly 10 years. Following Hilcorp, Mr. Hicks joined Argent Energy Trust in 2012 serving as Senior Vice President, followed by Chief Operating Officer, and finally acting CEO during the sale of the company. A registered Professional Engineer in the state of Texas, he is a graduate of the University of Oklahoma with a B.S. in petroleum engineering, and he is a member of numerous industry organizations.
David Joe, Chief Financial Officer and Senior Vice President
Mr. Joe has served as our Chief Financial Officer and Senior Vice President since January 1, 2016. Mr. Joe served as our Vice President, Controller, Chief Administrative Officer and Corporate Secretary (or similar capacities) since 2007. He joined Evolution in March 2005 and has 28 years of experience in the oil and gas industry. Prior to joining us, from January 2004 to February 2005, Mr. Joe was a Client Manager for a Consulting firm providing outsourced accounting services to the petroleum industry. Previously, Mr. Joe served 17 years in a wide array of supervisory, accounting and financial analysis positions in the upstream division of the UNOCAL Corporation, an integrated oil company traded on the NYSE. Mr. Joe received his B.B.A. in Accounting from the University of Texas at Austin and is certified as an Accredited Petroleum Accountant® through the Council of Petroleum Accountants Societies. He recently served on the Board of Directors of Petroleum Accountants Society of Houston, serving as President.
